India’s unemployment rate fell to 6.8 per cent in January-March 2023 (Q4FY23) from 7.2 per cent in the previous quarter of the same year, according to the Periodic Labour Force Survey (PLFS) released by the National Statistical Office (NSO) on Monday.

The unemployment rate for men was 6.0 per cent and 9.2 per cent for women. In October-December 2022, it was 6.5 per cent for males and 9.6 per cent for women.

Female labour force participation increased marginally to 22.7 per cent in Q4FY23, up from 22.3 per cent in the previous quarter, according to the PLFS data. The male labour force participation rate is at 73.5 per cent.

The worker-population ratio (WPR) increased somewhat when compared to the previous quarter.

The WPR in urban areas for people aged 15 and above was 45.2 per cent in January-March 2023, up from 44.7 per cent in Q3. Men had a WPR of 45.2 per cent, while women had a WPR of 20.6 per cent. In the third quarter, it was 68.6 per cent and 20.2 per cent, respectively.

In April 2017, NSO launched PLFS. Based on the PLFS, a quarterly bulletin is published that includes estimates of labour force indicators such as the unemployment rate, Worker Population Ratio (WPR), Labour Force Participation Rate (LFPR), worker distribution by broad status in employment and industry of work in CWS (Current Weekly Status).

The CWS estimates of unemployed people reflect an average picture of unemployment over a seven-day period during the survey period.

According to the CWS, a person is considered unemployed if he or she did not work for at least one hour on any week but sought or was available for employment for at least one hour on any day of the period.

As per CWS, the labour force is the average number of persons who were either employed or unemployed in the week preceding the survey date. The labour force participation rate (LFPR) is the percentage of the working population.

Seventeen Quarterly Bulletins of PLFS have already been produced, corresponding to the quarters ending December 2018 to December 2022. The current Quarterly Bulletin is the eighteenth in the series for the January-March 2023 quarter.
