Haryana Introduces Rs 5 Cow Cess In New Excise Policy

The revenue generated through this new cess will be utilised for environment protection and animal welfare (gau seva) and several infrastructure and projects have been planned for the welfare of cows

Haryana state cabinet has approved the introduction of a Rs 5 cow cess per liquor bottle as a part of the state’s new excise policy. The new excise policy was approved in the cabinet meeting chaired by chief minister Manohar Lal Khattar on Tuesday evening. 

According to the official information, the revenue generated through this new cess will be utilised for environment protection and animal welfare (gau seva) and several infrastructure and projects have been planned for the welfare of cows.

As per the new policy, a retail permit fee will be imposed on liquor sale and the fee will be collected by liquor vends through the sale of bottles. The state government said they are targeting to collect Rs 400 crore in cow cess this fiscal.

As per reports, the funds will be utilised by the Haryana Gau Seva Aayog, and the money will be utilised to build cow shelters on panchayat lands. 

Ayog also has big expansion plans to improve the production of natural dye from cow dung. There are two paint factories in Faridabad and Gurugram and the government  plans to set up 10 more paint factories across the state.
