Saksham, an acronym for Shramik Shakti Manch, is a new initiative by the Government of India for empowerment of migrant workers while helping businesses dependent on them. It’s being executed by Technology Information, Forecasting and Assessment Council (TIFAC), an autonomous body under the Department of Science and Technology, with help of Sapio Analytics, a data driven government advisory firm.

A shramik survey is also being initiated to enable the government to understand the extent of migration and help it plan policies for ‘shramiks’. The app will map availability of ‘shramiks’ and highlight the name, age, sex, contact details, Aadhaar card numbers or unique mobile numbers, skill sets and level of skills. Besides this survey, a survey of MSMEs and businesses is also being done to understand the needs of skills across activities, thus helping plan skill development activities for shramiks if needed.

“The initiative is aimed at providing ‘shramiks’ as well as industries a platform where the available skills can be highlighted and utilised by the local industries on a need-based rational approach. This technological intervention is also expected to help in reducing the miseries of the ‘shramiks’ to compulsorily travel long distances. Our effort is to make available gainful employment for these shramiks and at the same time, ensure MSMEs and other industries know the region/district wise availability of skilled/semi-skilled workers,” said a TIFAC official.

“The initiation of this platform is with mapping of migrants in 30 districts in UP and businesses in Maharashtra. The choice of these regions as pilot is a function of analytics driven out of secondary research. After this, once pan-India is mapping, this entire exercise can be one of the biggest steps towards creation of an Atmanirbhar Bharat,” adds Hardik Somani, COO of Sapio Analytics overlooking the execution of this project.

The platform will use new age technologies including Whatsapp Chat Bot and tools of data analytics to provide the desired outcomes.
