Big Reforms Announced For Agri, Healthcare, Education, Infra, Railway

Here are the highlights of the five important sectors for the 2018/19 fiscal year

Finance Minister Arun Jaitley unveiled its budget for the fiscal year starting April 1 on Thursday, in what is being seen as a test for Prime Minister Narendra Modi to maintain fiscal discipline without stifling economic growth ahead of general elections next year.

Here are the highlights of the five important sectors for the 2018/19 fiscal year.

Agriculture
* MSP for all rabi crops to be increased by 150 per cent of production cost
Agriculture market fund of Rs 2000 crore
* Government to set up fisheries and aqua culture infra fund and animal husbandry infra fund with an outlay of Rs 10,000 crore.
* Institutional credit to agriculture to be raised to Rs 11 lakh crore in 2018-19
* Government to allocate Rs 500 crore for 'operation green' to promote FPOs, agri logistics and processing

Health
* Launches flagship National Health Protection Scheme to cover 10 crore poor and vulnerable families, with a total beneficiary net of over Rs 50 crore
* 24 new government medical colleges and hospitals to be established
* Allocation Of Rs 600 crore for nutritional support to all tuberculosis patients
* Allocated Rs 1,200 crore for health wellness centres
* Health insurance exemption has been increased from Rs 30,000 to Rs 50,000

Education
* Two new schools of planning and architecture to be set up; 18 more in IITs and NIITs
* Prime Minister's Research Fellow Scheme which will identify 1000 B.Tech students to do Ph.D at IITs
* By 2022, every block with more than 50 per cent ST population will have Ekalvya schools at par with Navodaya
* To increase digital intensity in education; to move from blackboard to digital board
* Education to be treated holistically without segmentation from class nursery to 12th

Infrastructure 
* Bharatmala project: Government to develop 35,000 KM under phase 1 with an outlay of Rs 5.35 lakh crore
* 1 crore houses to be built under Pradhan Mantri Awas Yojana in rural areas
* Rs 16,000 crore to be spent on providing electricity connection to 4 crore poor households
* Government to establish a dedicated affordable housing fund under National Housing Bank for priority sector lending
* Airports Authority of India now has 124 airports, which will be expanded by five times. Aim of 1 billion trips a year

Railway
* Railways capex pegged at Rs 1.48 lakh crore. Last year it was Rs 1.31 lakh crore
* To eliminate 4,267 unmanned rail crossings at broad gauge network
* Redevelopment of 600 major railway stations has been taken up
* Has allocated Rs 17,000 crore for Bengaluru Metro and Rs 11,000 crore for Mumbai rail network expansions
* All railways stations with over 25,000 footfall to have escalators. All railways stations and trains to have Wi-Fi and CCTVs progressively
