Has the Government ever deliberated on having a branch of Supreme Court outside Delhi?

Yes, the Government has deliberated on the prospect of having a branch of Supreme Court outside Delhi in the past but the idea has so far been a dead rubber since the Supreme Court has never been in favour of setting up cassation benches at other places.

At this juncture, a reference can be drawn to the 229th law commission's report that suggested setting up four cassation benches on a regional basis.
