DAILY EDIT: Park The Idea

The government has plans to sign up for industrial parks with China. The government wants to help Chinese companies to manufacture in India through such dedicated parks. These parks are expected to help Chinese companies’ access Indian market through local manufacturing since import duties have been raised. Five states - Uttar Pradesh, Andhra Pradesh, Gujarat, Maharashtra and Karnataka – have been identified for such parks.

This is a welcome idea since any move to boost local manufacturing will be good for India. Two caveats here. First, India will have to ensure that domestic workforce is deployed for manufacturing. The Chinese are fond of importing shiploads of skilled workers for their own projects. Indian government will have to focus on employability to ensure that relevant work force is available. Otherwise, these parks would not benefit India.

Second, India has to reform and reinvent two previous attempts to create modern industrial areas. The Special Economic Zones (SEZ) and National Investment and Manufacturing Zones (NIMZ) have to be re-energised to feed the needs of manufacturing sector. While the government considers Chinese industrial parks, it must not neglect its own initiatives.
