BW Most Influential Woman Of India: Seema Bahuguna, Secretary Of Department Of Public Sector Enterprise
The country's central public sector enterprises need to align their human resource policies with new challenges and follow a transparent, fair and objective system of promotions. These lines suggest the sincere approach of Seema Bahuguna, the secretary of Department of Public Sector Enterprise (DPE).

Bahuguna is a Rajasthan cadre Indian Administrative Service Officer (IAS) of 1983 batch and she is known for her capacity to handle things in the toughest of systems. She is critic of CPSE’s human resource policy and had openly pointed to flaws in her addresses. In a recent address to International HR summit she accepted that state owned enterprises and their HR practices are disturbing. In her capacity she is believed to be a game changer for DPE in its way of functioning. DPE has made many milestone achievements with the help of Bahuguna’s experience and dedication, believes colleagues.
"The CPSEs are following a culture of status quo, they are not proactive, they are reactive”. This statement by Bahuguna indicates her ability to find root cause of issues comes from her immense experience. Bahuguna is also a believer of modern day tools and technology to improve the system. She said, ‘Navratna and Maharatna PSEs, the HR policies have remained more or less stagnant, adding that the world is changing but somehow our CPSEs have not really come up to the mark’.
Earn from hundred hands and do welfare from thousands of hands has been punch line of her department and she is one of the torch bearers for the same. DPE is also known for foundation of nation’s growth and the invisible hand to pump the progress from decades. Bahuguna is also believed to be the invisible hand to shape and nurture one of the busiest department among all the Indian ministries.
Bahuguna will also be remembered for her role in Ministry of Rural Development where she has served as Special Secretary & Financial Adviser. She is highly skilled and trained from Indian Institute of Management Lucknow and Indian Institute of Foreign Trade, Delhi. She hails from Uttarakhand. In her personal education interest she has scored good numbers in her post graduate degree as History being her subject of choice. Bahuguna had served for different ministries like women and child-development and defence apart from being involved with industrial policy and rural development.
